Brakes with mudguards

I'm currently using Miche Performance brakes and the stock pads, whatever they may be, that came on Tifosi CK7 Veloce with full mudguards, however the braking performance leaves a bit to be desired compared to the Athena brakes on my other bike. Would a change in pads make a difference or would I need new brakes and pads? I know the Miche brakes are cheap as chips so i'm assumming they're pretty rubbish. I commute in all weather so I want decent braking for the poor weather, the brakes obviously need to be compatible with full mudguards.
