Fitting a seatpost shim?

Are seat post shims supposed to go above the seat clamp or below? A USE thermoplastic one would obviously have to go above because of its large tapered lip. However, I have a Cane Creak alu one that has a very small lip on it and it appears to fit under the clamp OK. Im not sure though if this is the correct way to fit it?

    Noooooooo, I wouldn't put the shim underneath the seatpost clamp, that sounds all sorts of wrong.

    That way round the clamp will be engaging a smaller length of seat tube which probably isn't ideal and also when you tighten it up, the seat tube will compress ever-so-slightly due to the cutout and if the clamp starts touching the lip of the shim it won't tighten properly. The low profile lip is probably just to make it more subtle when installed.

    Just remove the clamp , fit the shim inside the seat tube, fit the clamp over the top, insert the seat post.
    All parts need to be clean and greased of course (use assembly paste if carbon)
