No the pad is designed to sit straight against your skin :D I still wear pants under my shorts on my short-ish commute though, as I only have 3 pairs and couldnt be bothered with washing them after every use.
Whether you tuck under or side-pipe is entirely up to you though

Personally, I'd never slip into another man (or woman's) cycling shorts, so second hand would be out of the question for me! I suppose if they'd been washed and well looked after, there wouldn't be any hygiene issues, but still - would you buy/wear second hand pants? Also, I'm not sure you'd find any second-hand cycling shorts for sale.

On the subject of pants - never with proper cycling shorts!

If you've not used bib shorts before, remember to go to the toilet before you put them on and layer up! Needing a pee or poo is a right hassle if you've got them on. They have to come completely off of course for a number 2, but in doing so you'll have to remove all your upper layers too or risk getting in a terrible tangle....

There's LOADS for sale on ebay - all freshly laundered apparently. :?
I was recommended 'Proper' cycling shorts because of the comfort factor. At my age comfort becomes important :D
Can you not get Bib's where the Gusset can pop open like a lid? Surely some manufacturer has produced something like that?

Personally, I would never wear a pair of 2nd hand shorts. Here is a recent thread on the loo thing:

You wouldn't buy second-hand underwear so why would bibshorts be treated any differently?

The chamois pads are designed to be next to your skin, therefore no whips.
