SRAM 11-28 rubbing in 28t!

Hi all,
I've used a 11-28 SRAMPC 1070 for a while now on my bike with a compact SRAM red chainset. No issues really, I have a rival rear mech short cage.
I haven't used my bike for a year! Been out of the UK and yesterday fitted a new cassette. I didn't chnage the derailuer settings but now I have this annoying rubbing when I shift to the 28 sprocket. I think that it is the jockey wheel not being far enough back? But not sure?? I have tried screwing in the screw as far as I can to move it back but to no avail!
