If I take my headset to bits and the upper and lower bearings are the same, is there anything to be gained by swapping them? Does one end take more of a beating than the other? Is one more prone to water ingress?

take them to a bearing shop and be amazed at how little they cost.

if one has gone just change one.

if things are working fine then leave the tools in the box.
