Building a new bike for training/winter and need a black Shimano front mech 9 speed. Will the one above be ok even though its descibed for "bikes featuring flat handlebars"?

I see know reason why not - but I'm sure someone will be along promptly to prove me otherwise
Remember it only moves the chain left and right, so as long as it has enough movement in it then it should be fine. Its the shifters that define how much the cage moves.
