What does 'oversized' mean when referring to a stem?

Thx.

There are oversized and normal handebars. Older bikes had handlebars that were 1"/23mm for the entire length, even at the stem clamp area.

Most bars are now 'oversized', where they get fat for the 6" around the stem mounting area - 31.8mm is now almost completely standard. It improves stifness.

An 'oversize' stem stem is to fit an oversize set of bars.
