Can tubs roll/shift over winter?

Can tubs roll or shift on the rim whilst just hibernating in their wheel bags over winter? I had a look at the wheels this evening in preparation for better weather. When I put them away at the end of last summer the tubs were fully inflated and they’ve just sat in their bags since then. This evening both tubs seemed to have slipped slightly so that a couple of mm of the fabric backing is visible on one side, but not the other and the tread pattern isn’t central. I’m fairly sure they were OK when I last looked. They’re held on with Tufo extreme tape and still seem to be glued properly.

Looks like I need to remove them and refit, with new tape, but is this common? Should I have left them under inflated, kept them in the warm or something. Or do you expect to have to remove and re-glue or tape them every year anyway?

    Perhaps if they got very warm and there was some sort of pressure on the tyre - I've had tubs stay put on rims for years - I hang them from the rim in my workshop
    Make mine an Italian, with Campagnolo on the side..
