The axle can be removed with a TL-PD40 tool for servicing but my axle servicing in recent years has been to remove the axle from the pedal and soak it in degreaser for a couple of hours then let it dry overnight and pour some into the pedal body and clean out with kitchen tissue then reassmeble after filling the pedal body with grease.
If you do remove the axle you'll need avice ideally and make sure you turn the tool the right way if the collar the tool engages in is plastic.

I've added a signature to prove it is still possible.

It's very simple. The bearings are attached to the axle so they stay in place. As said above clean everything well, then squeeze a fair amount of grease into the pedal body. When the axle is put back and tightened, the grease is forced around and any remaining old grease is purged out through the axle seal.
