Fitting a rack onto a bike

So my backpack is dying and ive been donated a rack, however one of the slider things wont bolt in due to the rear brake cable routing.
So my question, can a rack be used safely without the slider?
If not what should i do?

You might need to make the outer cable from top tube to brake a little bit longer and route it inside the bracket.I've added a signature to prove it is still possible.0

didnt work redvee its the hard black plastic bit on the top of the brake thats blocking the slider. im going to run it with a single slider and a single pannier bag in the short term...BMC TM01 - FCN 0
