Hope headset shims?

Hi,just replaced my cane creek headset with a hope traditional Aheadset.it comes with 3 shims but in the instructions it shows just the one fitted.so are these extra shims for spares or do i need to use them all?

    They are used,if needed, to adjust the clearance between the top cup and cover. You may not actually need to use any.
