Altering brakes when changing tires/removing of specks rust

Hello there,

I have two dilemmas which I would be most grateful if someone could shed some light on (or point me in a good direction!). I will quickly summarize them:

1. I have found specks of rust on my mountain bike (on side of chain, main body etc) and I was wondering if:
a). How do you/can you remove specks of rust and prevent further rusting where rust has occurred and..
b). Are/is such a method for doing this applicable to all bicycle parts/metals?
c). Does anyone know of any good references (books/websites/forum threads on here) to aid me in keeping my bicycle in as good nick as I possibly can - I have done a bit of research but I don't want to buy anything unnecessary (as I am on a tight budget)

2. I have bought new tires for my mountain bike to use for when I ride to work which are much slimmer - my bicycle has disk brakes and I was wondering if:
a). I need to alter the disk brakes upon putting on these slimmer tires and
b). Does anyone know of any good sources I can read/watch to do this safely?

    Only steel rusts.
