How about the Halo Mercury wheel set, have them on my fuji & have no complaints.
Very smooth, stiff & fast rolling, also pretty light & come in at under £200 from Wiggle0 -
For £200 your best bet are handbuilts.
Open pros on 105 hubs as suggested must be one of the better options at this price point rather than factory wheels. Harry Rowland did this build for a friend of mine for £240 so I'm sure if you sourced the hubs yourself it can be done for £200.0 -

I'm only a past time cyclist and roughly do about 100-150 mile a week.I'm 48 yrs old ( so im no speed merchant ) I'm 6ft 1" - 15st + the roads round my neck of the woods resemble Afghanistan .

I got a pair of these from Harry Rowland back in April. I paid £240 or there abouts.
Excellent wheels, good service and prompt delivery.
