Lower profile tyre than Lithion 700x25c

I've been riding Michelin Lithion 700x25c tyres on my fixed wheel bike for 2 or three years now with no issues. It's a mid-80s frame and clearance is fine.

I'm now in the process of putting an early 90s geared bike together. i had planned to swap the front wheel between this and my fixed bike but there isn't enough clearance as the top of the tyre is hitting the underside of the brake.

I've read that apparently Michelin tyres are larger than other manufacturers' equivalent sizes but not sure if this is true. Will dropping down to the 23c version of the Lithion give me an obvious drop in profile height?

Or has anyone been able to compare Michelin profiles with those of Conti for example?
