Can anybody recommend a rear pannier rack that attaches to only one side (non-drive side for preference), and that carries just one pannier?

no, but I've just got a Tubus Fly which is superb, steel, narrow & light (340g) you are unlikely to get a single sided pannier rack as it wil flex badly, but you can use a single pannier on a rack fixed on both sides.
why the need to have it on the non drive side only?

It would just be for occasional use to cart my laptop/clean clothes etc to work and back. So not too heavy.

I would put it on only when I needed it, and was looking for something quick and easy.

I looked at Tubus website yesterday - some decent kit on there.
