Is my frame OK?

This is my 2001 Cannondale RW800. It has a CAAD3 aluminum frame. Over the last year or so I've noticed that the paint above the gear cable is inflamed. Is this caused by water ingress or is the frame suffering from stress fractures?

    Looks like serious corrosion. Personally, I wouldnt ride that.

    I wouldn't ride that, I'd get it stripped down and take it to a frame builder and see if they can sort it.
