Continental Rim Tape

so I bought some Continental High Pressure Easy Fit rim tape for my 700c wheels (from Wiggle so we know whereto assign the blame). I thought this would just stretch over the rim into place elastically. Wrong - just loose and baggy: what am I missing?

    Can I assume I'm right that fitting this stuff is just stretching it over the rim like a big elastic band?

    If so, either the tape is too long or the wheel (which happily takes 700c tyres) is too small.

    Thoughts, please.

    does the tape say 622 on it? that should be correct for a 700c rim

    what make/model are the wheels?

    maybe the tape is just incorrectly made, you know who to blame, so return it for a replacement

    exchange it for some Velox adhesive cloth rim tape - if you going to do it, you might as well do it properly...
