If you want a jacket that will stand up to commuting and weekend riding wait until Aldi get winter cycling stock in (next few weeks) - last year their jacket cost less than £30 and was easily match for the Altura Night Vision jacket (I know because I had to buy a winter jacket at short notice last year and went for the Altura whereas friends went for the Aldi a few weeks later and I couldn't really see any difference!)0

Try visiting a local decathlon?
Bought a decent jacket with a fleece lining. It's designed for walking but has everything I need. Wind and water proof, looks good and no different to bike jackets costing twice the price. Bought for £30...0 -
I picked up a "More MIle" cycle jacket the there day from the local TK maxi for £27.

Check out sportsdirect.com. Got a karrimor one for £20, it's very good quality. They're even cheaper on their website now. Their £6 cycling shorts (lycra) are bloody good quality too.2011 Canyon XC 8.0 (Monza Race Red)

There are an awful lot of waterproof jackets out there within that budget. I have three, one for winter, one for spring and one for autumn and a very lightweight one for summer. It depends on when you ride, for how long, where you ride and what weather you are prepared to cycle in.
Different brands often have a different fit and sizing system so trying on first is a must. If you are new to this lark then perhaps something mid weight that you can fit layers under in winter.0 -
I got a Novadry (Decathlon's brand of Goretex) for £50 from Decathlon last year, really good bit of kit.0

there are plenty of womens coats for less than 20 quid, then you can get yourself a quality jacket for about £140 . sorted0

Try and get jacket that is breathable material rather than breathable jacket. A lot of low end budget jackets are as much use as a bin liner.0
