700...28... 622...?!?! is there a difference?

I rode over a rather large but disguised metal thing today and sadly destroyed my brand new :oops: tyre. It's a continental country ride - 28 by 1 3/8 (and then has 15/8 written after it?!?)
The rim is 622x19 and the tyre also has 37 - 622 written on it...
I want to buy a tyre - will a 700 rather then 28 tyre fit?
If someone could clear up my evident mass confusion I'd be most grateful!!

A similar replacement would be a 700x38 from the information you've providedMake mine an Italian, with Campagnolo on the side..0
