Repair cost

Bought a bike off Ebay, as usual it was described as immaculate and typically it's arrived today with some 'problems'
1. One of the bottle boss's is rotating loose
2. One of the barrel adjusters sheared off when I tried to rotate it and the other is stuck and bent so it looks like someone else tried to move it without sucess.
3. Described and being in good condition cosmetically apart from one chip in lacquer but it's fairly tatty with some nasty cable rubs near headstock.
Before I go back to the seller how much would problems 1 & 2 cost to fix at a LBS? I usually spanner for myself but these problems will be outside my area of inexpertese.
Problem 3 I can live with but I'm wondering if I should ask for anything back in return?
Seller described the bike as 'regulary serviced' but from the general condition it's obvious it hasn't or it's been looked after by Halfords.
Would I be justified in asking for the whole cost of repair for items 1&2?

1. need to find a shop with a rivnut tool, but cheap to fix
2. can be very expensive. It essentially needs to be hand drilled out and re-tapped, but very akward job to do0 -

Significantly not as described. I'd return it*. Plenty of other bikes out there.

That's the problem, it's an Orbea Ora, just the TT bike I'd been looking for, in the right colour and the right size. Ignoring the problems it was only £783 so a bargain. Rest of kit on bike is ok, a bit grubby and looks like it's lived outside for a while. A good clean, regrease and setting up it'll be a fine bike.
If I can recover cost of repairs then I'd be happy with it.Norfolk, who nicked all the hills?

Ive had the same problem when i built my wifes Trek
I had to drill out the barrel adjuster, but its really hard to get a drill in because of the headtube.
I bought a hex dril bit from B & Q together with am extension chcuk of the same. This gave me the length to drill it out and clear the head tube.
its just then a case of retapping it

1. The price of a pint if you can borrow the rivnut gun, £50 if you want to buy a rivnut gun, £10 if the LBS does it (its a 15 minute job, so probably half an hour's labour).
2. As above - substitute rivnut gun for drill and bag full of patience, £the sky is the limit if you have to buy a drill, £20 if the LBS does it.
3. Sky is the limit depending on what you want to do with it - cover up, respray, powder coat.
Neither 1) nor 2) are actually very difficult, they just require a bit of patience and some quiet time. The most difficult part about 3) is deciding in new colour scheme.

Took the frame into LBS today(Specialised Cycles, Connaught St, Norwich) for a quote. About half an hour to an hours work for probs 1&2 and now probs 4 &5!!! Problem 4 is a slightly bent rear hanger which can be straightened and problem 5 which is the angle adjuster on the seat piller is seized. Looks like the seller is going to be at least £50 out of pocket and that's even before we've disscussed problem 3.
As the bike is going to be used for racing TT's( it's an Orbea Ora btw) and not as my sunday best I'm not too bothered by looks but it's a shame people can't be a bit more honest in their descriptions on eBay.Norfolk, who nicked all the hills?
