Spoke tension frame rub.

Last few rides on my road bike i've noticed a slight rubbing sound when i'm out of the saddle giving it the beans.
i've tracked the rub down to the tyre rubbing against the right of the 2 rear seat stays.
would tightening up the spokes a bit stop this lateral play in the wheel?
i'm running a 23 wide tyre and wouldn't really want to go any thinner.

    have you checked there is no play in the hub ?.
