Small wheel building

Looking to build some new wheels for my Brompton, but unsure of the relative strength of smaller wheels.
For a given rim section, will the small wheel be more/less strong than the 700c equivalent?
For a given spoke count, will the small wheel be more/less strong than the 700c equivalent?

I'm thinking of using a lightweight road rim (Velocity Aerohead) with 28 spokes (front and back), but don't want the wheels to crumble under my 95kg. Alternatives are to increase the spoke count or go for a wider rim (Aeroheat) but half the reason I'm doing this is to improve on the super-wide, super-heavy wheels I have at the moment. Reason for choosing Velocity rims is that they're pretty much the only narrow/light ones available in the 16"(349) size...

By comparison, the 32 spoke 700c Open Pros I built last year have been totally bombproof on the same terrain I have in mind for the Brompton...
