23 / 25 / 28 (x700) Tyres?

Hi, I posted this in response to another thread regarding 23/35 tyres, but perhaps it wasn't quite in line with the topic - Thought it might merit a new post:
Went from 23s to 25s and now back to 23s (bought a new to me s/h bike with them already fitted). 25s so much better and no noticeable change in speed/acceleration.
Considering some 28s (I presume they will fit to WHR500 front, Alex 500 fixed at rear). How much slower/harder am I going to find it, and is it as much of a step-change improvement in ride quality as 23s-> 25s (factoring ability to run reduced pressures)?
This is for London commuting on a Langster.
Will the cushioning also help my wheels stay true?

Hell yeh ! state of the roads round mine are pot-holed to hell !
anyways...I run 32mm....although 23mm on the race bike...just have to be ubber careful at the weekends ! 28mm should suit fine although I'd check at your LBS for clearance with the Langster0
