Bianchi CAMALEONTE 4 seat stay braze ons

Hi guys

I have a Bianchi CAMALEONTE 4 and just above the V brake mounts, on the opposite side of the seat stay there is a baze on. It already has rack and mud guard braze ons so I don't know what they are for. Any ideas?

    Frame mounted lock that fits through the rear wheel of the type you see quite a lot of in Holland, but not quite as much in Italy.
