Looking at starting my own club with teh help of my LBS and also want to get membership and licence.

Do I need to become a member of Britich cycling first and whats teh difference between teh bronze, silver and gold.

How do I register a club?

Do all the members need to be british cycling members too?

Help................so many questions

No, I don't think you need to be a member to start a club.
Difference between the various membership levels is explained on BC website but in a nutshell:
Bronze - basic membership without 3rd party insurance
Silver - minimum level needed to get a full race licence, includes 3rd party insurance
Gold - as silver but with added Personal Injury Insurance

Speak to BC Membership services. If you are sponsored, it will cost you extra to register your sponsors.
