Movement in bottom bracket

Need some help.
I noticed the other day on the turbo that the big chainring isn't completely true. So looking into this further I found that the cranks have a small amount of latteral movement.
This is on a specialized allez 16 with a shimano 2300 groupset.
I've tired tightening the crank bolt up to the recomended torque (both sides) but its not loose. When I move the crank on one side it moves the crank on the other. I'm guessing this is then the bottom braket which is loose. How do you tighten (and should you tighten) the bottom braket?
This movement is not enough to account for the chainring movement but I'll get onto that after!

It could be that the bottom bracket cups have come loose on the sealed unit.If this is that case you can sometimes see it if you rock the cranks.
If the movements is in the bearings then its a new bottom bracket unit.A decent Shimano one will cost about £20.0
