bottle cage boss knackered

ok i was stupid enough to cross thread a bolt on the botlle cage boss now the bolt is stuck halfway out and if i turn the bolt the whole boss turns inside the frame, any ideas to remove the bolt or secure the boss again? :x

There's a guide on how to deal with just this thing on the Park Tool website. Assuming it's a Rivnut in an aluminium frame you are talking about, the idea would be to try and get the bolt out and re-set the rivnut.
