You can, but you would be better off with wider tubes.
Narrow tubes stretch to fit the tyre, but the more stretched they are, the faster they puncture. If you get something sharp in the tyre, a stretched tube goes down straight away, and chafes through a lot quicker too.
An unstretched tube will often give a slow puncture instead - one time I rode around for a couple of months with 1cm of a hawthorn in my tyre, just topping up before each ride.
On the basis that everyone has outsourced tube manufacture to Malaysia, and they are all equally poor, I just go for the cheapest readily available tubes for my 700x35 - Wilkinson's 27x 1 1/40 -
You also get less expansion around the valve if you use tubes that are too narrow. You'll be able to feel this every time the wheel goes round as a bump where the tyre is not well supported.- - - - - - - - - -
