Inner Tube compatibility

Just changed my Specialized All Weather 25's tyres to Bontrager 23 tyres.
Do I need to change inner-tube from the 700x20x28c I currently have. First 2 miles on new tyres had blow out. Was this just bad luck or down to the change in setup/incorrect tyre/tubes.
Please help so I don't keep throwing money away........

I'd go for 23 or 25 mm tubes. A 28 may be more likely to pinch under the tyre bead, which could have caused your blowout.0

Have another look at the packet for the tubes. But reading your post I interpret it as 700mm rims, for tyres between 20 and 28mm?
So if that's the case then you probably pinched the tube fitting the tyre0
