Ergo powers not shifting

My Veloce's don't shift on to the smallest sprocket. The big lever happily works as if shifting to a larger sprocket but the small lever is just solid. looks clean and not worn although the whole set up is plastic so it could be wear.
ideas and experiences please

    Poorly set up mech/stiff cables meaning that the final position of the shifters is corresponding to the second position on the cassette? Disconnect the cable from the mech, and see how many clicks you get in each direction.

    All sorted. Apparently, and so it proved, some models don't like returning without the tension of a mech. My older Records didn't do that so i didn't think about it.
