Water is very invasive and can get past insulation tape/grease etc.
Can recommend the following product which I use on all my bikes to seal the slot at the rear of the seatpost:

It doesn't set hard like a normal silcone sealant but will create a watertight seal. It won't stop you getting your seatpost out and can be removed and re-applied in seconds.
Used in plumbing applications as a leak sealer and jointing paste.0 -

The best thing to do is to cut a length of inner tube, and put it onto the seat post. Set the post to the right height, then slide/roll the rubber down so that it covers the slot and the seat clamp. It's not entirely water tight, but it will keep out the vast majority.0
