Bought a set of Fulrcum 3's and sizing on the wheel says 622 x 15c which has thrown mew somewhat, is this the same at 700c? or is there a subtle difference?

Yes, it's 700c, the same size as an Open Pro.

622mm is the diameter of the bead seat, 15mm is the (internal) width.
A 700x25c tyre will also have an ISO size written on it, as "25-622" - a bead diameter of 622mm and a tyre width of 25mm.

Bead diameters must match, tyre widths are best between rim width + 6mm and 2x rim width, more or less.

700mm was the overall diameter of the rather fat tyre that the 700c size of rim was originally for.
