Numbers on Tyres Help Please

Sorry another Noob question i just want to makesure i buy the correct tyres.
I asked about tyres this morning as mine are worn out [ bought a second hand bike ] Ive made my mind up which tyre top get but am confused about the numbers bit.
Can someone explain to me about the 1.8 - 2.1 etc stuff please. I presume this is tyre width ?
Does it depend on the type of wheel you have to which size you buy ?
If not what difference do the different numbers make ?

yes width.
Some rims will only take tyres so wide. likewise frames will only go that wide.
