Avid Shorty 6 brakes hitting forks

I'm building up a cyclo-cross bike for a friend, using some new stuff & mixing bits from her old bike. She bought a set of Avid Shorty 6 brakes for it. The problem is that the front brake calipers are hitting the forks. I've looked at her old bike, & it appears that the bike has 2 sets of rear Avid Shorty's fitted, rather than a front & rear set.
Is this a fairly common thing when using canti brakes on cross frames rather than MTB? It's not something I've come across on cross bikes before. A possible option is to put a washer in front of the calilper, but I'm not sure I really want to be doing that, but equally would prefer to use the front Ahorty if possible
