Allen keys work just fine - you shouldn't do pedals up too tight. Using a pedal spanner for 'leverage' is a bad idea, they can be a pain to get off if overtightened. I just do them hand-tight with an allen key and never have a problem.

I was thinking about leverage to get off, not on.
Steel axles can easy bind into alloy cranks, even if well greased before installation.

pedal spanners are narrower and there may not always be clearance for a regular spanner. That is the 'point' of them...

For many (most?) crank / pedal combos then using a standard 15mm has a high risk of scratching your cranks (if you can even get access).
Sometimes, and depending on the pedal, you can get them off with a allen key.
I think a pedal spanner is a worthwhile investment though. They last for even and give good leverage too.
