It's supposed to be but there are plenty of people running 28s with other Shimano mechs. You may have to tweak the B screw but it should work okay.0 -
i have 11 - 28 on both my bikes, and it works fine with both the ultegra and 7800DA rear mech's, you just have to play with the b screw0

I've got a similar question. Can I use an 11-28 or even 11-32/11-34 on a tiagra ? Is the hg-50 and hg-80 interchangable ?0

No for 11/32. The top jockey will rub on the bigger cogs. You need a Deore mech or similar.

Cheers John T. I've now got an 11-28 on my old Alu racer. I would describe the difference between a 25 and 28 as being noticeably easier rather than stunning improvement. Worth it though. Haven't had chance to see the difference at the other end of the cog - 11 instead of 12.

Answering original question, Spesh (at least, probably other manufacturers too) were spec'ing some Tarmacs and Roubaix a couple of years ago with 5600 105 or 6600 Ultegra and with a SRAM 11-28, so they think it works...0
