Good SS/Fixed frame for winter use

Hi
I am looking for a good SS/Fixie frame to use over winter. I currently use an old road bike which I converted. While it is a fairly good ride, was looking for something that can take proper guards and water bottles etc...
I have been looking at the Kinsesi Decade convert 2 (which can be ridden fixed or geared)
Does anyone else have any recmonedation that is aroun £200-300 (for the frame and fork)
Criteria:
- Takes guards
- Can have water bottles
- Doesnt have the toe/front wheel overlap like some track bikes

Edinburgh Bikes do a complete bike for £300, currently £250 in the sale
Keep going in their shop and looking at it but can't bring myself to buy another bike. 7 would be a nice number though, one for every day of the week0
