Mag 21 welding a steerer extension

Have a set with a steerer that is too short is it better to chop off at the bottom and weld a longer section or chop off some of the threaded section and weld at the top trying to achieve a 1" steerer that's 22cm long,or if anyone has a compatible one....

first i would see if there are any spares out there.

then if not find an engineer and let them decide the best way to do it.
