Altura Mayhems are really superb shorts, come with a decent liner, and come in well under your budget. Got 2 pairs myself, one I got free as a subs deal but they were so good I got another.Uncompromising extremist0

I normally get a decent pair of lycra shorts then some cheap boardshort type things from a sale at JJB, JD, Sports Direct ect.
It can end up cheaper and you end up with a better pad.And now you know, and knowing is half the battle

Some deals on Gore stuff here; http://www.outside.co.uk/cgi-bin/psProdSrch.cgi?formCategory=Bottoms
Not tried/tested so can't comment on how decent they are0 -

i have a pair of those alturas, they work well, but you do have to "break them in" as in they can hurt a little the first 2 or so rides.0

I've got some enura Zyme shorts, and the fit is terrible. The legs are just too narrow.
I much prefer my Fox shorts.
The Enduras might work for you though, but I think it's a case of try before you buy0 -

Must be my massive Sequoia-like legs
They do seem much narrower than other shorts though, I'd still recommend trying them on before spending cash.0 -

I have 3 pairs of Hummvee's and love em....if you do go for them though, they are small sizes so a M will be around 32, a L a 34 and XL will be a 36"...they are really comfy and have loads of pockets. The removable inner is great !0

Hummvees are very difficult to beat for VFM. The attention to detail that goes into the design and the choice of material result in a product that fits perfectly and is very very hard wearing.
Those who prefer cheapo home made JJB options have never tried them on.0 -
As others have said Endura Humvee's are great shorts and good value. Only complaint is that they can get pretty hot in the summer. Keeping my eyes open for a pair of Humvee Lite's...0

I bought a pair of Nema Scouts when they were on sale down to £40 from Wiggle and I liked em so much that I bought another pair lol.0

Humvees. The liner is distinctly underwhelming but otherwise they are just orsum.0
