Yeah, the Shutts are awesome, even though they're a little above your price. Worth it though.
You might be able to get a pair of giordana Tenax a bit cheaper.0 -

Having worn Gore Bibs for last few years i would vouch for them, but i was recently recommended to try Santini by a club racer, cannot fault them, excellent!0

Look for any version that has these pads, and is at your £ range

Giodana tenax. Cheap as chips from Ribble.
I've just had a mass "finding the best bib shorts" period in my life and here's my findings:
1. Giordana Tenax - well made, good pad and decent fit
2. DHB Finchdean - Well made, pad seemed a bit big, grippers round the leg were like boxer shorts elastic
3. Altura ergo fit comp - Reasonably well made, felt a bit flimsy
4. Gore power - Nice looking shorts, just not very well made, pad is crap
The ironic thing is, the Giordana's are the cheapest shorts here. With the funny Italian sizing, I had to order XL when normally I'm an L.0 -

This is weird - if you'd asked this at any other time you'd have had a chorus of 'ASSOS'.
Is there some Assos convention on at the moment that they've all gone to ?
