Aero adjustments

My Felt Z45 has a tapered shim on top of the spacer stack. Now that I've got used to the bike, I'd like to lower the front end to get in a more aero position. My question is this.... which should I do first?
a) flip the stem
b) flip the shim (slightly smaller change in angle)
c) shift spacers round to lower the stem
d) all of the above

Should I make small adjustments at first, or really crank it down and then work back up until it's comfortable. :?

    Flip the stem so that it's in the negative position. Then move some spacers above the stem if you need to. As little change as possible in one go ...
