I'm going to assume that they're single sided road pedals like Looks or SPD-SLs.
I'm also going to assume that they're very new. When they're new, the bearings tend to be a bit sticky so they sit upside down. Once they wear in a bit, they'll start to hang just off vertical, allowing very easy clipping in.0 -

What sort of pedals. Double sided MTB style ones do not 'hang' but are easy to get in anyway.
Road pedals should hang so you can pick up the front of the pedal with the cleat easily. They can be a bit stiff when new but soon improve. You can not adjust this with any of them.0 -
