Front Light for A-Head Stem

I want a reasonable low cost bright front light like the Smart Lumar 35 but I must be able to mount it on the A-head stem (i.e. at 90 degrees to normal mount location), because I have oversize (32mm) handlebars with cables taped to the bars.
Using a normal light clamp on the bars would just mangle the cables. Does anyone know of high power low cost LED lights that can be fitted like this? The A-head is same diameter (31.8 mm) & I know some lights can be swivelled 90 degrees on their mount, so it ought to be possible.
I already have an Electron rechargable light but its clamp is too small for the A-head.
