adjust the outer/upper stop screw, it needs winding out.

I had something similar happen on my road bike, rear mech stopped shifting down to the largest sprockett. Quick tweak of the limit screw and all was fine. Don't know why it suddenly started playing up, had been fine before. All I can think is that it was a mucky day out, even on the road bike and maybe some gunk had gotten between the limit stop screw and mech body.
It's easier to ask for forgiveness than for permission.

    I've bought a new bike....ouch - result
    Can I buy a new bike?...No - no result

Could be the limit screw. Last time mine did this it was because teh cable was getting caught in the jacket. Cleaned it out with lube and problem sorted.
