Front mech problems!

Just started to set up my front mech - it is an Alivio top swing one. 8 speed setup (24).
Aligned it, shift to largest rear cog, adjust front L screw for 1/2mm gap. Then when I go to shift to the middle ring the shifting needs ALOT of force to shift, but even then it doesn't shift to the middle ring. When I shift back down on the shifter, the cable just slacks.
What am I doing wrong?

the screws do not set the distance. they set where the movement of the mech starts and stops.
