i have shimano r567 wheels on my road bike, which sometimes flex when im hill climbing they sometimes rub on the rear brakes or have made marks between both sides of the top of the forks, does this happen with most wheels or not, the wheels have done about 3 thousand miles and never had any play in the bearings

I have had it happen on a couple of wheelsets, but got shot of them pretty quickly. Nothing worse than going up hill out of the saddle and having something slowing you down.

Depends on the wheels/ size of rider, etc...
Basic wheelsets, yes, they're usually flexible.
Upgrade to a stronger set.

or in the interim do what a lot of proriders do on rear wheels - set the brake callipers a little more open with the quick release lever thats what its there for
