best way to keep my rotors from tuning into a pile of rusty poo?

use them and dry them after they get wet.

Yes steel rusts.

Have you tried stainless steel?

and most rotors are stainless steel (which believe it or not can also rust).

so, it's just a case of cleaning off and cleaning again with a solvent
