Why wont my front mech change into the outer ring?

I have this mech;

And this crankset;

My BB shell is 73mm and I have done what it says on the Parktool website (1 spacer on the driveside, none on the non drive-side.) For some reason the front mech can't physically reach the outer ring, even if I pull it.

Does anyone know what may be going wrong?

Have you adjusted the limit screw?

sounds like the limit screw.

find the screw with "h" next to it and un wind it a quarter turn at a time until you can shift into the big ring, be careful not to unwind it too far as you will keep popping the chain off the cranks.

Try a screw, then pull it, and you should get it in the big ring.
