Rear lighting

iI was most impressed this evening by a guy who was keeping up with reasonably well flowing rush hour traffic . Apart from his speed , confidence and Ridley bike I was arther taken with the light that seemed to be mounted on his seat stay. It looked rather like a foot long section of his seat stay had been replaced with a same size bright red light. It may have been a very effective reflective strip , but whatever it was , it worked. (alongside one flashing and one constant led light at the back and a similar white combo up front. (Not to mention the helmet mounted front light as well.)
Anyone able to identify this form of illumination ?

At a guess, I'd say it's probably one of these (recently reviewed) Fiber Flares that you're referring to.

Good but they don't sound too durable for that price.
You can get it here

but for the same money i get this really really bright 1 watt rear light.

Not used those - I swear by the Smart 1/2 Watt.
Mate of mine has the fibre flare - he's not that impressed by it - not as bright as he'd like.0 -
