Ambiguous Tyre / Wheel Size?

If the rim measures 16" in diameter (from the outer edges of the rim) but the tyres say 2.00 x x 20" which measurement is correct if you wanted to know the 'wheel size'?
(its a kids bike by the way!)
Thanks

So the wheel size is 20" - i.e. you buy 20" tyres for a 16" rim?

But has got me thinking (probably a bad thing!)...
An adult bike with 26" written on the tyres - is this the rim diameter of the total of rim+tyre?

a 26" wheel is not 26" as 24 is not a 24 etcetc. it is the nominal size with an old nominal tyre fitted.

    All explained on Sheldons site.

PS your wheel is not 16" it is a 20" wheel
